(1) The Government of Nepal may make necessary regulations to implement the purpose of this Act.
(2) Every communication establishment subject to this Act and the rules made under this Act may make regulations regarding the services, conditions and facilities of working journalists, employees or workers.
(3) According to sub-section (2), when the communication establishment makes regulations, it cannot make regulations that are less than the services, conditions and facilities specified in this Act and the rules made under this Act.
